I believe the answer is:

(I have seen 'Criminal urge' mean 'pyromania' so perhaps 'urge' could also mean 'pyromania')

'empty' says to hollow out the word (remove centre letters).
'country' becomes 'romania' (Romania is an example).
'particularly' with its centre taken out is 'py'.
'py'+'romania'='PYROMANIA'
