I believe the answer is:

'use' is the definition.
Although both the answer and definition are verbs in their base form, I don't see how they can define each other.
'lights to see what could be picked up' is the wordplay.
I cannot really see how this works, but
'be' could be 'wind' (winding is a kind of being) and 'wind' is located in the answer.
This explanation may well be incorrect...
