'turned up in criminal payroll' is the wordplay.
'turned' is a reversal indicator.
'in' means one lot of letters goes inside another.
'criminal' is an anagram indicator.
'up' reversed gives 'pu'.
'payroll' anagrammed gives 'polarly'.
'pu' put inside 'polarly' is 'POPULARLY'.

(Other definitions for popularly that I've seen before include "Usually" , "in way many people like" .)
