(I've seen this before)
'more precipitation' is the wordplay.
I cannot quite see how this works, but
'precipitation' could be 'rain' (rain is a kind of precipitation) and 'rain' is found in the answer.
The remaining letters 'ier' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
