'out' indicates anagramming the letters (out can mean wrong or inaccurate).
'the charge' becomes 'ward' (both can mean a child in one's care).
'set' is an anagram of 'ste'.
'ste'+'ward'='STEWARD'

(Other definitions for steward that I've seen before include "College caterer" , "Crowd supervisor" , "Ship/aircraft attendant" , "One who looks after passengers" , "Ship/aircraft worker" .)
