elijah

(I've seen this before)

'what about jail to reform' is the wordplay.
'what' becomes 'eh' (I've seen this in other clues).
'about' means one lot of letters goes inside another.
'to reform' is an anagram indicator.
'jail' with letters rearranged gives 'lija'.
'eh' placed around 'lija' is 'ELIJAH'.

(Other definitions for elijah that I've seen before include "Hebrew prophet in the time of Jezebel" , "Hebrew prophet who rebuked Ahab and Jezebel" , "Mendelssohn oratorio" , "O.T. prophet who disappeared in fiery chariot" , "Old Testament prophet" .)
