I believe the answer is:

paint the town red

I'm a little stuck... Click here to teach me more about this clue!

'celebrate?' is the definition.
(I've seen this before)

'what an artist avoiding the blues might do to' is the wordplay.
I cannot really understand how this works, but
'an' could be 'i' (Roman numeral for one) and 'i' is found in the answer.
an anagram of 'the' is 'het' which is present in the answer.
'to' is within the answer.
This may be the basis of clue (or it may be nonsense).

Can you help me to learn more?

(Other definitions for paint the town red that I've seen before include "enjoy celebration" , "Celebrate" , "Go on a pub crawl" , "get rid of the blues?" .)

I've seen this clue in The Hindu.
