Although both the answer and definition are singular nouns, I don't understand how they can define each other.

'what stops problem remaining' is the wordplay.
'what' becomes 'eh' (sound used to ask 'what?' or 'pardon?').
'stops' means one lot of letters goes inside another.
'problem remaining' becomes 'bind' (I can't explain this - if you can you should give a lot more credence to this answer).
'eh' inserted inside 'bind' is 'BEHIND'.

'after' acts as a link.
