Where a storm may easily brew up? (6)

Ross

I believe the answer is:

teacup

I'm a little stuck... Click here to teach me more about this clue!

'where a storm may easily' is the definition.
Although both the answer and definition are singular nouns, I don't see how one could define the other.

'brew up?' is the wordplay.
'brew' becomes 'tea' (I've seen this in another clue).
'up?' becomes 'cup' (I can't explain this - if you can you should believe this answer much more).
'tea'+'cup'='TEACUP'

Can you help me to learn more?

(Other definitions for teacup that I've seen before include "Earl Grey holder?" , "storm-centre?" , "Where unimportant storm takes place?" , "Cockney thieves found here" , "Drinking container that may contain a small storm" .)

I've seen this clue in The Irish Independent.
