'roundhead' can be an answer for 'supporter' (Roundhead is an example). I am unsure of the 'of cromwell' bit.

'where bandeau may be placed' is the wordplay.
I cannot really see how this works, but
'be' could be 'head' (heading is a kind of being) and 'head' is found in the answer.
The remaining letters 'round' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).
