Where neutral double lines go? (6,2,3,4)

Ross

I believe the answer is:

middle of the road

I'm a little stuck... Click here to teach me more about this clue!

'where neutral' is the definition.
'middle-of-the-road' can be an answer for 'neutral' (I've seen this in another clue). I'm not sure about the 'where' bit.

I don't understand how the remainder of the clue works.

Can you help me to learn more?

(Other definitions for middle of the road that I've seen before include "No extreme" , "Unexciting" , "Conventional" , "conservative" , "place for central reservation" .)

I've seen this clue in the Sydney Morning Herald.
