Where pencil-user looks to be relevant? (2,3,5)

Ross

I believe the answer is:

to the point

I'm a little stuck... Click here to teach me more about this clue!

'relevant?' is the definition.
('to the point' can be similar in meaning to 'relevant')

'where pencil-user looks to be' is the wordplay.
I cannot quite see how this works, but
'to' is within the answer.
'be' could be 'point' (pointing is a kind of being) and 'point' is found in the answer.
The remaining letters 'the' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...

Can you help me to learn more?

(Other definitions for to the point that I've seen before include "fitting" , "Apposite" , "Succinct" , "Direction of taper" , "Relevant" .)
