I believe the answer is:

'squat' can be an answer for 'chunky' (synonyms). I am not certain of the 'where short' bit.
'types sit on their heels' is the wordplay.
I cannot quite see how this works, but
'on' could be 'at' (I've seen this in other clues) and 'at' is found in the answer.
This explanation may well be incorrect...
