I believe the answer is:

on a plate

'without any effort' is the definition.
(as in 'handed on a plate')

I don't understand how the rest of the clue works.

(Other definitions for on a plate that I've seen before include "requiring next to no effort" , "Available without effort - dinner?" , "Informally available without effort - a meal?" , "readily available" , "with little effort" .)
