'where to get advice' is the definition.
Although both the answer and definition are singular nouns, I cannot understand how they can define each other.

'about taxis?' is the wordplay.
I cannot quite understand how this works, but
'about' could be 'ca' (abbreviation for circa) and 'ca' is located in the answer.
A single letter 'b' remains which might be clued in a way I don't see.
This explanation may well be incorrect...
