Where to take refuge as truancy treated harshly (9)

Ross

I believe the answer is:

sanctuary

I'm a little stuck... Click here to teach me more about this clue!

'where to' is the definition.
Although both the answer and definition are singular nouns, I cannot understand how they can define each other.

'refuge as truancy treated harshly' is the wordplay.
'as truancy' anagrams to 'SANCTUARY'.
Though, I am not clear how the anagram is indicated.

'take' is the link.

Can you help me to learn more?

(Other definitions for sanctuary that I've seen before include "As was Spartacus; arch anti (anag.)" , "A shelter from danger or hardship" , "Place of refuge" , "Holy place - asylum" , "Area around the altar of a church for the clergy" .)

I've seen this clue in The Independent.
