Although both the answer and definition are singular nouns, I don't see how one could define the other.

'whippy limb of male gull freaked out' is the wordplay.
'whippy limb of' becomes 'f' (I can't explain this - if you can you should give a lot more credence to this answer).
'freaked out' indicates anagramming the letters (I've seen 'freaking out' mean this (I've seen this in other clues)).
'male'+'gull'='malegull'
'malegull' anagrammed gives 'lagellum'.
'f'+'lagellum'='FLAGELLUM'
