'italian city lawyer' is the wordplay.
I cannot quite understand how this works, but
'city' could be 'rome' (Rome is an example) and 'rome' is located in the answer.
'lawyer' could be 'da' (abbreviation for District Attorney) and 'da' is located in the answer.
The remaining letters 'and' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).
