I believe the answer is:

I cannot really see how this works, but
'on' could be 're' ('on' can be mean 'with reference to') and 're' is found in the answer.
an anagram of 'paper' is 'ppare' which is located in the left over letters.
A single letter 'd' remains which might be clued in a way I don't understand.
