(I've seen this in another clue)

'winter cover raised' is the wordplay.
I cannot quite see how this works, but
'cover' could be 'ice' (icing is a kind of covering) and 'ice' is found in the answer.
'raised' could be 'up' (similar in meaning) and 'up' is found within the answer.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).
