Although both the answer and definition are singular nouns, I cannot see how one could define the other.

'over-the-top it's scandalous' is the wordplay.
'over' is an insertion indicator.
'the top' means to remove the first letter.
'it' becomes 'tag' (playground catching game).
'scandalous' becomes 'outre' (I can't justify this - if you can you should believe this answer much more).
'tag' with its initial letter removed is 'ag'.
'ag' placed into 'outre' is 'OUTRAGE'.
