Maybe you can see an association between them that I don't see?

'with' is a charade indicator (letters next to each other).
'smoke' becomes 'fag' (both can mean a cigarette).
'rising' says the letters should be written in reverse (going up in a down clue).
'fellow' becomes 'F' (abbreviation - of a society etc.).
'fag' backwards is 'gaf'.
