(I've seen this before)

'with without delay' is the wordplay.
'with' becomes 'and'.
'without delay' becomes 'soon'.
'and'+'soon'='AND SO ON'

(Other definitions for and so on that I've seen before include "Etc. (3.2.2)" , "I say no more" , "Continuing in the same way" , "Etc - in English and in full" , "Et cetera" .)
