'southeast' becomes 'SE' (synonyms).
'and' is a charade indicator (letters next to each other).
'surrendered' becomes 'ceded' ('cede' can be a synonym of 'surrender').
'se'+'ceded'='SECEDED'

(Other definitions for seceded that I've seen before include "Withdrew from an organization" , "Broke away" .)
