I believe the answer is:
oman
'sultanate' is the definition.
(I've seen this before)
'women leaving one' is the wordplay.
'women leaving' becomes 'om' (I can't justify this - if you can you should believe this answer much more).
'one' becomes 'an' (I've seen this in other clues).
'om'+'an'='OMAN'
'of their kind in arab' is the link.
I am not very happy about this link. Some or all of it may be part of another bit of the clue.
