I believe the answer is:

('add up' can be a synonym of 'make sense')
'worked out the bill' is the wordplay.
I cannot really see how this works, but
'bill' could be 'ad' (advertisement stuck on wall) and 'ad' is located in the answer.
This explanation may well be incorrect...
'perhaps' acts as a link.
