'beef' can be an answer for 'muscle' (I've seen this before). I'm unsure of the 'locally' bit.

'worker represents force' is the wordplay.
I cannot really see how this works, but
'worker' could be 'bee' (a worker bee) and 'bee' is located in the answer.
'force' could be 'f' (symbol used in Physics e.g. f=ma) and 'f' is found in the answer.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).
