'frantically' indicates an anagram.
'outside' is an insertion indicator.
'for all to see' becomes 'u' (universal dvd certificate).
'ever'+'so'='everso'
'everso' with letters rearranged gives 'oevres'.
'oevres' enclosing 'u' is 'OEUVRES'.
(Another definition for oeuvres that I've seen is " Bodies of (literary) works".)
