Wrapping ground pepper with care (5,5)

Ross

I believe the answer is:

crepe paper

I'm a little stuck... Click here to teach me more about this clue!

'wrapping' is the definition.
Although both the answer and definition are singular nouns, I cannot see how one could define the other.

'ground pepper with care' is the wordplay.
'ground' indicates an anagram ('grind' the letters into a new form).
'with' says to put letters next to each other.
'pepper'+'care'='peppercare'
'peppercare' anagrammed gives 'CREPE PAPER'.

Can you help me to learn more?

(Other definitions for crepe paper that I've seen before include "crinkly sheets" , "Something used to make decorations" , "Thin crinkly sheet" .)

I've seen this clue in The Times.
