'bad tipper?' is the wordplay.
'bad' becomes 'off' (eg meat that's gone off is bad).
'tipper?' becomes 'ender' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'off'+'ender'='OFFENDER'
