Although both the answer and definition are singular nouns, I cannot understand how one could define the other.
'yankee president cycling over' is the wordplay.
I cannot really understand how this works, but
'yankee' could be 'y' (phonetic alphabet: alpha, bravo, charlie etc.) and 'y' is found within the answer.
'over' could be 'on' (physically on top of) and 'on' is located in the answer.
