I believe the answer is:

(I have seen 'Rowdy youth' mean 'lout' so perhaps 'youth' could also mean 'lout')
'out for being clumsy?' is the wordplay.
'for' means one lot of letters go next to another (I've seen this in other clues).
'being clumsy?' becomes 'l' (I can't explain this - if you can you should give a lot more credence to this answer).
'out' put after 'l' is 'LOUT'.
