I believe the answer is:
not a bit
'zero' is the definition.
(I've seen this in another clue)
'staff backing appeal' is the wordplay.
'staff' becomes 'baton' (I've seen this before).
'backing' shows that the letters should be reversed in order.
'appeal' becomes 'it' ('it' can mean something attractive or appealing).
'baton' in reverse letter order is 'notab'.
'notab'+'it'='NOT A BIT'
'per cent of' is the link.
I am not very happy about this link. Some or all of it may be part of another bit of the clue.
