I believe the answer is:

crimped

'inhibited' is the definition.
Although both the answer and definition are past participle verbs, I cannot see how they can define each other.

'a politician shouted about' is the wordplay.
'a politician' becomes 'MP' (Member of Parliament).
'shouted' becomes 'cried' ('cry' can be a synonym of 'shout').
'about' is an insertion indicator.
'mp' put into 'cried' is 'CRIMPED'.

'being' acts as a link.
