'new' is an anagram indicator.
'by' means one lot of letters go next to another.
The middle letter of 'all' is 'l'.
'bar' anagrammed gives 'bra'.
'a' put next to 'bra' is 'abra'.
'dor' put after 'abra' is 'abrador'.
'l'+'abrador'='LABRADOR'

'port in' acts as a link.
This may not be right. Some or all of it may be part of another bit of the clue.
