(I know that entitle is a type of authorise)

'some men to take ownership' is the wordplay.
'some men' becomes 'en' (I can't explain this - if you can you should give a lot more credence to this answer).
'to take' says to put letters next to each other.
'ownership' becomes 'title' (I have seen 'Legal ownership ' mean 'title' so perhaps 'ownership' could also mean 'title').
'en'+'title'='ENTITLE'
