Although both the answer and definition are singular nouns, I cannot see how they can define each other.

'be about to say more linked to telco' is the wordplay.
'about' means one lot of letters goes inside another.
'to say more' becomes 'add' (add can mean to say something else).
'linked to' says to put letters next to each other.
'telco' becomes 'bt' (I can't explain this - if you can you should give a lot more credence to this answer).
'be' placed around 'add' is 'badde'.
'badde'+'bt'='BAD DEBT'

Can you help me to learn more?

(Other definitions for bad debt that I've seen before include "Money loaned that cannot be recovered" , "Write it off - it's uncollectible" , "Irredeemable liability" , "lost money" , "Money owed that is unlikely to be repaid" .)
