fobbed off

'aboard stalled' is the definition.
'fobbed off' can be an answer for 'stalled' (to fob off is stall or delay through trickery). I'm not sure about the 'aboard' bit.

'lift on the other side with bishops' is the wordplay.
'lift' becomes 'doff' (as in to doff one's hat).
'on' says to put letters next to each other.
'the other side' becomes 'foe' (the other side can mean one's enemies).
'with' is an insertion indicator.
'bishops' becomes 'bb' (two abbreviations for bishop).
'foe' going around 'bb' is 'fobbe'.
'doff' put after 'fobbe' is 'FOBBED OFF'.
