I believe the answer is:

brunei

I'm a little stuck... Click here to teach me more about this clue!

'country' is the definition.
(I know that Brunei is a sultanate)

'magical character i found south of black' is the wordplay.
I cannot really understand how this works, but
'character' could be 'rune' (rune is a kind of character) and 'rune' is located in the answer.
'i' is present in the answer.
'black' could be 'b' (as in pencil classifications) and 'b' is found in the answer.
This accounts for all the letters.
This explanation may well be incorrect...

Can you help me to learn more?

(Other definitions for brunei that I've seen before include "Far Eastern sultanate" , "Its sultan is famously very wealthy" , "Southeast Asian sultanate" , "Sultanate on the island of Borneo" , "Rue bin in the sultanate" .)

I've seen this clue in The Sun.
