Make the tea go round in jug (4)

Ross

I believe the answer is:

stir

I'm a little stuck... Click here to teach me more about this clue!

'jug' is the definition.
(both are slang for prison)

'make the tea go round' is the wordplay.
I cannot quite see how this works, but
'the' could be 't' (the is pronounced as a 't' sound in some dialects) and 't' is located in the answer.
The remaining letters 'sir' is a valid word which might be clued in a way I don't see.
This may be the basis of the clue (or it may be nonsense).

'in' acts as a link.

Can you help me to learn more?

(Other definitions for stir that I've seen before include "Excitement" , "Whisk or mix" , "prompt" , "cooler" , "jail" .)

I've seen this clue in the Evening Standard.
