Although both the answer and definition are singular nouns, I don't see how one could define the other.

'minister on track after upping' is the wordplay.
'minister' becomes 'rev' (short for reverend).
'track' becomes 'rut' (rut is a kind of track).
'after' says to put letters next to each other.
'upping' is a reversal indicator (I've seen 'up' mean this (in down clue: letters go upwards)).
'rev'+'on'+'rut'='revonrut'
'revonrut' written backwards gives 'TURNOVER'.
