'occupying road' is the wordplay.
I cannot quite understand how this works, but
'occupying' could be 'in' (I've seen this in other clues) and 'in' is located in the answer.
'road' could be 'route' ('route' can be a synonym of 'road') and 'route' is located in the remaining letters.
No letters remain.
This explanation may well be incorrect...
