I cannot quite understand how this works, but
'over' could be 'on' (physically on top of) and 'on' is found in the answer.
'money' could be 'c' and 'c' is located in the answer.
'at' could be 'in' (synonymous in some cases - eg at school, in school) and 'in' is present in the answer.
'one' could be 'i' (Roman numeral) and 'i' is found in the answer.
The remaining letters 'the' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
