(I have seen 'political policy' mean 'platform' so perhaps 'policy' could also mean 'platform')

'philosopher with room to embrace fine' is the wordplay.
'philosopher with' becomes 'plato' (I can't justify this - if you can you should give a lot more credence to this answer).
'room' becomes 'rm' (abbreviation for room).
'to embrace' indicates putting letters inside.
'fine' becomes 'f' (abbreviation).
'plato'+'rm'='platorm'
'platorm' going around 'f' is 'PLATFORM'.
