Although both the answer and definition are verbs in their base form, I don't see how they can define each other.

'cold water on plate and put away recipe cutting' is the wordplay.
I cannot quite understand how this works, but
'water' could be 'ea' (I've seen this in other clues) and 'ea' is found within the answer.
'plate' could be 'dish' (type of plate) and 'dish' is present in the answer.
'and' could be 'n' (common abbreviation for 'and') and 'n' is found in the answer.
'recipe' could be 'r' (abbreviation in medical prescriptions) and 'r' is present in the answer.
The remaining letters 'te' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
