'mata hari' can be an answer for 'spy' (I have seen 'Female spy' mean 'mata hari' so perhaps 'spy' could also mean 'mata hari'). I'm not certain of the 'leader' bit.

'skimmed figures for spy' is the wordplay.
'skimmed figures for' becomes 'mata' (I can't justify this - if you can you should give a lot more credence to this answer).
'spy' becomes 'hari' (I've seen this in another clue).
'mata'+'hari'='MATA HARI'
