The definition suggests an adverb but the answer is not.

'not at home with legal requirements' is the wordplay.
'not at home' becomes 'out' (out can mean away from home).
'with legal requirements' becomes 'laws' (I can't justify this - if you can you should give a lot more credence to this answer).
'out'+'laws'='OUTLAWS'
