What the osteopath is laughing at? (5,4)

Ross

I believe the answer is:

funny bone

I'm a little stuck... Click here to teach me more about this clue!

'what the osteopath' is the definition.
I can't judge whether this definition defines the answer.

'is laughing at?' is the wordplay.
I cannot quite understand how this works, but
'at?' could be 'on' (location) and 'on' is present in the answer.
'is' could be 'be' and 'be' is found within the leftover letters.
The remaining letters 'funny' is a valid word which might be clued in a way I don't see.
This may be the basis of the clue (or it may be nonsense).

Can you help me to learn more?

(Other definitions for funny bone that I've seen before include "found up one's sleeve" , "part of arm" , "Part of elbow with sensitive nerve - hilarious" , "Humerus" , "exposed nerve" .)

I've seen this clue in the Evening Standard.
