'wind' becomes 'ed' (I can't explain this - if you can you should believe this answer much more).
'and' is a charade indicator (letters next to each other).
'rain say' becomes 'weather' (rain is a kind of weather).
'ed' put after 'weather' is 'WEATHERED'.
