A measure of power taken up under old Canadian government? (6)

Ross

I believe the answer is:

ottawa

I'm a little stuck... Click here to teach me more about this clue!

'canadian government?' is the definition.
Although both the answer and definition are singular nouns, I don't see how one could define the other.

'a measure of power taken up under old' is the wordplay.
'measure of power' becomes 'watt' (unit of power).
'taken up' shows that the letters should be reversed in order.
'under' says to put letters next to each other (in a down clue, some letters go below others).
'old' becomes 'o' (abbreviation as in OT - Old Testament).
'a'+'watt'='awatt'
'awatt' reversed gives 'ttawa'.
'ttawa' put after 'o' is 'OTTAWA'.

(Other definitions for ottawa that I've seen before include "The capital of Canada (6)" , "Foreign capital" , "capital city" , "N. American city" , "North American city" .)
